Are those rocker panels just the rocker panel covers or can they actually replace the rocker panels??

I'm interested in the steering wheel. How much will shipping be to Royal Oak Michigan. 48067. Condition looks good are there any noticeable blemishes ? This will fit a. 914 correct?
