Sorry if it's a dumb question, but how difficult is it to separate the front/rear bumper pads from the chrome they sit on (pre-'75)? Is it just a screw?

Yep, Just screws, probably rusted and will break off when you turn them.

Soak them with whatever penetrating oil you have and good luck..

The pads on the top? If so, penetration oil overnight, tigten first then back them off. They will snap suddenly so be gentle. I've repaired a few be installing an insert then using a bolt in replacement. No one sees the repair as it's inside the bumper.

If they break you can use epoxy and stainless bolts to repair. This could last awhile if your not in a wet environment, but rust never sleeps.

70-74 bumper top pads are the threaded studs thru top flanges of the bumpers, with ehx nuts as noted above.

73 - F & 74 F&R bumper gaurds ("Tits") are 2 of those studs with hex bolts through the face of the bumpers & the reinforcing braces on the backside.

Whether you mean top pads or tits - if they're not frozen, then they'll come off easily; & if there is any corrosion visible or if stuck, then use the suggested penetrating oil method suggested above by Rob & Rico.
