I'm not sure what is causing my throttle to hang up. I checked the cable and when I let up on the pedal it all returns to normal. Seems like when I'm shifting if I let up on the pedal real fast it drops the revs to normal. Cable seems free. Could the tps be hanging up idles fine and just seems to be an intermittent problem.

is the throttle cable wrapped around the clutch cable (in the tunnel near the pedal cluster)

Put the car in neutral and push in on the clutch pedal. Does the engine rev up??? If so, the cable is around the clutch cable....
