did not want too much light to blind people back then so did not let the driving lights work with the high beams Plus they were actually considered fog lights because of the fluted lens

My 71 behaves the same way as when the high beams are on the fogs turn off.

My fogs come on when I go to parking lights or low beams.

This is a great solution:

Signal other drivers easily with a flash of your fog lights using the column lever. Also allows turning on the fog lights when the headlights are off.

Since my Pilot driving lights are way better than those crappy Ebay halogens I bought, I use it all the time.

The link Eric gave you above for the Foglight Flash Module allows you to run fogs without headlights. .... only $25 + your time IIRC.

Engman is a GREAT seller. Won't go wrong.
But this thread (which is how I have mine set up) would have let you do the same thing for free. I had it wired using the stock wires and one doubler from radio shack in under 15 minutes.
