My guess is that it is the cap that sits on top of where the rear control arms bolt in to keep water out of the thread area.

The "S" stands for sucker. It was a numbering system the factory came up with to keep track of their vehicles. It mounts just below the battery.

Well, the only other thing I can think of would be the cap on the back of the ignition switch. I have a 74 and have been over every inch of it and dont recall seeing this.

We took every nut, bolt & screw off the 72 before it broke in 1/2 and I don't remember seeing that part. Either it fell off before we got the car or had rusted away.
Or it's a galvanic anoide (to stop the car from rusting) and was never put on in the first place.
A dust cap/plug for the suspension....

The key phrase is "on the road". Tells me it's either an alignment piece (literally on the road without drifting off) or safety related item (Germans are nuts about safety).
My gut instinct tells me it's one of those rubber pieces that holds the headlight assemblies in place. Or... maybe the elusive German flux capacitor.

That is the factory "Rust Stopper Plug". I read about it in Pano years ago. When it falls out, rust starts.

To review, it keeps the 914 on the road, it is on the body, the picture is the visible portion of the object, Jenny does not need it anymore and it is just smaller than a quater. Is that correct?

Darn it Andy, ever since reading your post this morning that's been driving me nuts! Kind of like losing something and "just knowing" that the next place you look you will find it!
My guess is that it's a plug that seals off fog light mounting holes on cars that don't have fog lights installed.
I hope someone guesses before I'm forced to take off my front bumper!

tadaaaa, here it is:
it's a plastic cap that is glued into the mounting nut/thread for the additional (optional) second horn on the passanger side.
the part is crucial to keeping our cars on the road because if omitted, water will enter the area under the headlight bucket and rust trough the front mounting point for the A-Arm.

Well, I have that plug on my car with different numbers, It is no where near the size of a quarter, its not even as big as a dime. Take a picture of it by a quarter, I was looking everywhere for that part and found one this morning that looked like it but was way too small I said to myself, because Andy said it was just a little smaller than a quarter.

Well Andy, I went through a six pack looking for that plug. Since we the loosers do not get the WCC prize, can we at least get an asprin?
