On my previous 914, the shocks came with a knob that you placed on the top and turned it to adjust the shock with, but the shocks I currently have, I don't know if they are adjustable or not?

It has a nut and a flat tab at the top.

Also, on the bottom of the shock, what is the ring that turns function?

looks like you have bilstein shocks.

those are not adjustable'

the spring perches are after market adjustable coil over kits. and do not use stock type springs.

So the spring can be adjusted though?

the ride height can be yes. and/or to make "corner balance" adjustment easier.
