Is this the missing part that makes the horn ring on the steering wheel
stay on tight?

Yes!
Pelican parts has this also, 14 bucks,
search under "horn."

Yes but you can get them from Pelican parts for about $14 last time I checked.

my floppy horn pad was the result of loose screws (the horn, not mine...)
