Looks kinda like the strap that goes behind the trunk hinge ass'y, but the small hole doesn't look quite right for that. I can't think of anything related to wiring (Bowlsby clue) that looks like that. I guess none of the cars I've stripped had one.
I saw a flux capacitor fall off a car on TV once. The car then drove itself off a bridge.
I think the Millenium Falcon had a flux capacator malfunction

That's it!!!! We have a winner, Sean. I knew Jeff Bowlsby would know what it was. It is off my 76 car as I exploded the orginal oem front spoiler on it years ago. I had saved the brackets.
Sean already has a sticker so that's no good for a prize, so how about a attaboy!
The gear bags also are getting ready to be ordered so maybe those will be a prize in the near future.

Since Geoff DQ'd Bowlsby the answer had to be either electrical or LE related.
The part didn't really look electrical and it had some road grime. So I thought to myself,
"Sean, what would have been different on an LE than a standard car?"
"HMMM" I said, "It probably has something to do with the factory front LE spoiler/valence"
and there you have it...my logic....

I think it is a valve train issue. Geoff and brad are talking about a stronger valve spring that can handle more, thus giving a feww 100 rpm's more of useable "power" Sumthin like that...
he's responding to my question about torque falling off after 4500 rpm
ahh, yep the valves and cam. But look at the 100+ ftlbs of torque from 2000 to 4500 rpms! Thats the nice part about these motors.
