either that or a vacuum leak. on my 1.7 i had a really bad one where it went from 1k-2500k every few seconds at idle

...Or the AAR is stuck partially open. Essentially a small vacuum leak. If it's not cold outside the AAR shouldn't matter for warm up. Just adjust the idle screw.

I have a 1.7 and I had idle problems too. I replaced all my vacuum hoses and it now idles around 800.

Since you are on the big island, VW shops should have hoses you need.
