When the parking brake is in use, do both pads press against the rotor or only the inside pad???

No, only the inside pad moves--it actually distorts the disc to press onto the outer pad--this is why the manual emphasizes venting clearance.....very important---
Inside only, which is why clearance is such an issue.
That explains the uneven pad wear
