When the parking brake is in use, do both pads press against the rotor or only the inside pad???

if both, how does it work??

would the outside pad be activated by the fluid??

No, only the inside pad moves--it actually distorts the disc to press onto the outer pad--this is why the manual emphasizes venting clearance.....very important---
