Where is the black tab on the plastic canceling ring (on the back of the wheel) supposed to be?

Okay….are you saying 9 o'clock looking at the wheel from the front, or the back? If I do 9:00 looking at the back of the wheel, (laying on my bench,) the wire is a real stretch to try and hook up to the butterfly. If I do 9:00 looking at it from the front, the holes don't line up the way they look like they are supposed to. There are holes that would line up, but they never were used, no marks from the lock washers.
What am I doing wrong, & by the way the horns work now.
The cancel ring is wrong though. I have it at about 7:00….

Maybe i'm understanding your question wrong. Also, it's been a while since i had to deal with a /4 column which is why i added the "If i'm not mistaken" to my post.
The turn signal lever actuates a small pin that pops out towards the center of the steering column.
The tab on the steering wheel ring is supposed to be right at the pin location when the wheels are straight.
That way, when the steering wheel is turned away, the pin will pop out and when the wheel is turned back, it will push the pin back, canceling the blinkers.
PS:
It appears that the /4 and /6 columns are different in that regard.
On a /4, the tab should be at 3 o'clock when looking at the wheel mounted (NOT from the backside).
On a /6, the tab should be at 9 o'clock when looking at the wheel mounted (NOT from the backside).
Okay, that's what I thought. That makes more sense. The problem is that it makes the horn wire uber-hard to hook up in that attitude. Maybe I'll make a longer wire.
