76 2.0 engine, does it matter if the plug wires are routed over or under the intake runners?

Not unless you subject your car to inspection by the folks with white gloves and clipboards.

Didn't realize what mattered to you, appearance or function. Maybe find an image of a factory 914 sales brochure or equivalent.

Under. There are holes in the top of the engine tin specifically for spark plug wire clips.

Make sure #3 is routed under the intake runner. #3 plug wire has been known to interfere with the MPS signals.
