How do i remove the front rubber bumper spacer off the front bumper.

it feels and looks like there is a cone shape that is holding it on the bumper.

It is held on with two flared rubber plugs that are cast as part of the spacer itself. Most of the time they will break off when you remove them. You could try to compress them with some needle nose pliers and push them through. Or, just leave them in place and work around them.

I am going to have the bumper powder coated so need to take them off

Glycerin - Lube it up they'll pop right out.
