My car was apart when I bought it so a lot of guess work is involved,
The wiper stems have a flat washer, 2 chrome washers 1 nut and 2 seals.
Anyone has picture that depicts the correct order under and above the cowl.

Flat washer first
rubber bush with raise centre upwards

Fit in car

Then second rubber bush
chrome cup washer
nut
