Can I use a 1974 1.8L long block in a 1973 1.7L car (bad block) if I transfer all of the injection system, tins, etc.?

Yes .... tins are essentially the same. Use the entire 1.7 injection system, including the distributor on the 1.8 long block.

You will also need to drill and tap a hole for the air cleaner support bracket on the drivers side. Only 1.8L cars had them. May need to do the same thing for the resistor pack that mounts on the passenger side. You may want to mount the resistor pack to the engine. Seems that the wires often get metal fatigued from having the wires connected to a shaking engine while the resistor pack is mounted to the body.

He asked about using the 1.7L injection system on a 1.8L block.

So no need to drill anything or use a resistor pack ...
