It's been raining a lot over here for the last 2 or 3 days. Tried to start the car because we just swapped out the fuel filter and wanted to make sure everything was sound and it turned over like half a turn and locked up. After that lock up, if I turn the key to start it, it clicks once and nothing happens. Opened the gas tank because we thought it might have been vapor lock, but that did not work. Is this a starter issue? or is it an engine issue? I know the battery is ok.

Pull the plugs and try to spin it.....
Yep. Mike's right. Pull the plugs and try to turn the engine over a few times. Hopefully that'll help slosh all the water out of your engine.
Then, do an oil change, in case some has seeped into the oil.
I just changed all the oil But I guess I have no other choice.

On the bright side - it's cheaper than a holed piston or bent rod.
Throw some Marvel's Mystery Oil down the cylinders too....keep the rust from formingf and scoring the P&Cs when YOU DO getting it spinning.....
