Best way to test if the "rust miracle cure" paint really works is to take a piece of sheetmetal, cut off a strip, finish half the length per the directions and allow the paint to cure.
Mix up salt and water in a container and place the painted end (and some of the unpainted end) of the strip into the salt solution and leave it for a while- say several weeks or a month.
Pull it out and you have an indicator of how well it works.
Ideally, we, as a group of rusty car owners should get together and test a whole bunch of samples with different paints in a container of salty water and have one person report on the results.
Then we would know what works.
A British magazine did this and also scored the treatment with a nail. Oh, yeah, instrad of the container, they put the samples outside and sprayed them with salty water every week for a year. Some of those cavity waxes were darned impressive as they oozed to seal the scratch and even had rust inhibitors that worked some distance away from the wax application. Some of the paints weren't so good.

Hammerite is the best.
Waxoly is a very good sealant for inner areas.
