I'm getting ready to do some testing and fixing in the electrical side of the car. I used a Dremel tool with a scotch bright pad attachment. It made pretty short work of the job.

Use DeOxit on it to protect it from corrosion longer.
when I was a kid we used a pencil eraser to clean electrical bits.
I dig the mass effect cleaner though
I soaked mine in apple cider vinegar. Then neutralized with baking soda. Came out looking like new.
The trick is to get a second panel, clean it, and then move the wires over one by one. Makes it a 5-10 minute job. Clean your old panel and keep it as a spare or sell it.

How do you clean all the wire lead connectors?
I'm repopping this thread to the top because I am working on this project today and was hoping someone has a good rapid response to my question. Even if I remove and soak/clean the wire connection male spades, what's a good way to clean the female connector ends of all the wires? Can't soak them in vinegar, and it's hard to get inside each connector, any good ideas?
See post #1. OP cleaned the female connectors with the method he described. A little wire wheel on the Dremel would work too.
or a toothbrush soaked in acetic acid/vinegar
I've used a small soda blast gun before with great results. Not so ideal for items still in the car
