Was wondering if this was a turbo kit



If so would it be worth it to buy and recondition?

Thats a heater blower. AKA what pushes heat from your heat exchangers to your cabin.

It is an early heater blower. But, it's not jury rigged - that looks stock, except that the flex hoses a bit too long.

Wrong type of hoses and wrong length. Concourse weenies would be very upset.
