Well it was in the car in 84 when it got painted. Does it belong somewhere ????

It looks like the black plastic snaps used to contain the cable snow chains' straps that I have.

Is it flexible? Looks like it folds in half and the pins are retained in the holes.

It is plastic and flexible. Dosen't look like anything I'd like to trust chains with but maybe??
