Will 7j wheels fit a standard 914 shell? If so what size tyres to use?

Lots of threads on this but the answer is no without some minor or major mods to the car or very narrow tires.

Some wheels: Not at all.

Some wheels: Yes, but only with a good bit of work.

A very few wheels: Yes, if the tires are not too big.
