I am presuming that when the pad twists and locks into place it should be pretty secure?
I have tried it numerous times and have repositioned the plate on the back of the pad in all its possible orientations but the fit is really loose
Is there a knack or some way of adjusting the fit?

Check the horn rubber, may be worn or missing. 914Rubber makes a replacement

Tension spring is probably broken, it is the piece with the 3 loops.

tighten the three screws and make sure a horn boot is installed, also look at the three prongs on the horn spring and make sure that the strap spring ends are not broken

also we had these horn base plates made because of the clip breaking off

I will look through the boxes of parts and see if it is there, if not I am sure I will be putting in an order for things that need replacing / are missing so I'll put a list together as the exchange rate plus shipping is going to be a killer so I dont want to be placing frequent small orders

Where does one find the "bakelite" (?) insulators that stand-off the tension spring from the horn plate?
I used some fiber washers on two of mine that were "too close to call" for creating a problem.

I had the exact same problem, sloppy horn button on the '74
Put that $14.00 rubber boot in there and it feels brand new.
Hope that works for you and thanks to everyone who put out the suggestions.
