I'm tempted to buy it just to have for the future. What's the core value? can it be rebuilt to E or even S specs?

This is less complete but a 2.4
If it is not known to be good you have to assume it is a core and requires a full-on rebuild. That is why it is priced like it is.
You can build one of these, really any 911 6 to nearly any spec you want, all it takes is money and lots of it.
The clear market trend is to build 3.x and larger engines rather than the earlier ones, cost is about the same (or sometimes less in the case of a 2.7L) and you have more power and potentially a longer lived engine once all is said and done. Cost of fuel and oil systems is about the same but be aware any MFI engine can be quite expensive to get sorted.
You would be far ahead to simply buy a known good engine from @http://www.914world.com/bbs2/index.php?showuser=10825 than roll the dice on this.
I've done a fair amount of research and agonizing here, happy to share what I've learned but ultimately up to you and your budget so eyes open but do what makes you happy.
It can be rebuilt to E or S spec. It would be a 2.2 engine for 1970. You could also build it into a 2.5 short stroke screamer with some 2.7 liter jugs and open up the spigots.
@3k you can't go wrong carbs and air filter are worth 1500-2000 depending on how they clean up.. I just sold an air filter like that though restored for 900..
2.2 and 2.4 engines are less stressed engine cases and typically rebuilds will not be as expensive as a 2.7
I was unfortunate to have a bad crank and case on my 2.4 when I got it for 1k .. Spent a bit to get that worked out.
2.2 can be spingot bored ..but 70 no squiters,if bored it will crack behind #3cyl.
keep it 2.2 or stroke it to 2.4,, 71s have squiters..
72-73-2.4 stronger case, squiters, longer stroke..can be bored no prob. esp if 7r case
mag cases are lighter..love me a 2.4 modded mumble jumbo...
The 70T engine has a non-counterweighted crankshaft. Garold has a 2.7 core for sale at $3k that I'd be looking at before this one.
2.0 engines are low horsepower as was mentioned. For the price of this core motor you could probably have a 2.0 4 cylinder rebuilt and get the same horsepower with less weight. But then it will not have that 6 sound.
When I was on the hunt I bought the rear half of a beat 76 911 with a '69T engine for $3K, that got me a set of webers and four 15x6 fuchs and 50amp fan assembly. I made better than half my money back parting out the car.
Then I bought a 2.7 disassembled engine with lots of rebuild goodies and a 70amp fan assembly for $1200. I kept the gasket set (except for 2.7 only bits) sold the rest of the rebuild parts and the new(ish) dizzy for what I paid and I still have the longblock with a std/std crank.
Then not wanting to blow my budget machining a mag case I settled on a 3.0 disassembled longblock and with it got a package deal on new 3.0 mahle "RSR style" 10.5:1 cr pistons for $2K (core) + 1200 (pistons)= $3200
With that I was at best halfway, 1/3.... ok maybe a 1/4 way there.
Here is a core 2.4 closer to you..
Buy it without the MFI Setup for 2500 or less
and build from there.

If the 2.0 had Weber carbs it might be worth it, but they look like Zeniths and they aren't worth anything like Webers.

Rebuilding engines is not what I do well; If I'm going to try it myself I would be better off rebuilding my 1.7 TIV to a 2.4 or something.
On the other hand, I also wonder if inserting a 6 into my car would give it more value down the road than a 4...
