Factory center console is a voltage meter (not amps). Thus, do you mean 10 votls?

Does the GEN light come on with key ON before starting the engine?

Does the GEN light go out with key ON and engine running?

With engine running, measure all 3 wires from the alternator to the relay board with respect to chassis. Please report what you measure.

Also measure the battery voltage too.

13.4 V at battery while charging (IIRC). Your voltage regulator is probably shot.

First things first - put your battery on a charger and charge it back up. I'm amazed a battery with 10 volts will even start the car.
