Need to determine what is missing the fuel or the spark
That plug on the bottom has previously fired as witnessed by carbon on threads and residue on electrodes but it also looks extremely lean.
If I were betting I’d put money on a clogged injector but you need to verify what’s missing and not trust a hunch.

What do the other plugs look like?
Does the fouled plug have a gap? Hard to tell in picture.
But, without any info...
Compression test
Ignition spark intensity test, color of spark across a 1/4" gap
Try another plug
Fuel tests, pressure, air leakage, maybe fuel quality (if old with alcohol in it).
Injector spray pattern tests
I agree with the Hawk, the lean plug would bug me.

In the end what you have there are two plugs and neither looks normal.
One fouled rich
One running lean
took plugs out and all were sooty, except #2.
took plugs out, emery clothed them, put them back in and same thing.
all sooty, except #2
clogged injector is a good thing to check!
Being Ljet, be sure to check that all 4 wires on the resistor pack are intact on their resistors, and the harness grounds are in fact , well connected to ground.
Not ground issues per se, but the injector wire attachments to the resistors are a known weakness, taking out each injector associated with a wire break.
Had that a while ago, also on #2. The contact on the inside of the dizzy cap was dirty, so no spark. Cleaned it and all ok.
Still the over rich condition, too. Inside cap cleaning wouldn’t hurt that either.
swap 1-2 injectors and see if the problem follow the swap to 1..
no cost and can be done wit simple hand tools it 10-15 mins
do you hear it miss firing? duh, duh, duh, duh....etc
If you have access to noid lights, you can connect one to #2 injector connector. Disable fuel and crank the engine over and see if the noid light illuminates. That will tell you if it's activating that injector.
