first, ping to see if the computer is currently online ...
if the computer is online, you should see a result like this:
Pinging 70.178.179.193 with 32 bytes of data:
Reply from 70.178.179.193: bytes=32 time=24ms TTL=114
Reply from 70.178.179.193: bytes=32 time=24ms TTL=114
Reply from 70.178.179.193: bytes=32 time=23ms TTL=114
Reply from 70.178.179.193: bytes=32 time=27ms TTL=114
if you see something like this, the computer is currently *not* online:
Pinging 70.178.179.193 with 32 bytes of data:
Request timed out.
Request timed out.
Request timed out.
Request timed out.
then, if the computer is online, run a continues ping with large package sizes, preferably from multiple computers (on different networks) ...
you can specify packets larger than 1024 bytes (up to 65535 bytes) but usually they won't make it to the target computer and time out ...
you can also try to use the -f option, but depending on your packet size the router might not be able to keep the packet in one piece and you'll get an router error ...

I really wish I hadnt shut my home machine down last night. I have NO issues using some "tool" against him. I could have run it remote from here

That is why you should always have an ILO system in place.
Mine happens to be my wife(Machine can be started remotely with a phone call)

Back when I was really cool.. APC sold power strips that could be turned off/on from a browser window remotely. You configured them with an IP address hard coded. Pretty slick. Took me awhile to figure out how to reboot a box with dual power supplies on the remote switch. Turn off one and it failed to the other. Found out later I could tie them together and shut them off at the same time..LOL
