Thanks to Kapt. Kaos I now have a very nicely bead blasted pair of cookie cutters. I bought some matte black powder from Columbia coatings and ont he package it says to treat surfaces first with iron phosphate.
So, should I give ths wheels a spray down with phosophoric acid then hose them off, or should I just wipe them off and powder coat?

If they were steel, I would agree, but being an aluminum alloy, I am unsure. If they are freshly blasted and free from dirt (from blasting), I don't think you should have adhesion problems.

They're talking about steel prep, not aluminum.
Best to heat them up to outgas shortly before coating them as well. No need for the acid.
