Figured my old fog light bulbs were out, but checked the voltage anyway, I was getting about 7 volts??? should it be 12.
Ummm... yeah. Unless you were measuring on a 356 that hadn't been converted to 12 volts yet...

Chances are that one or more connections are oxidized or dirty. Are you measuring voltage with the lamp removed or while lit? Could be a connector, the switch, or the base of the bulb. Sometimes removing connectors and re-inserting will clean a dirty connection. Use contact cleaner and sandpaper/small files where practical to clean contacts and connectors.
