l can't fully recall how it worked.

What I think, electric motor in the base geared to a large steel cable somehow feed inside the center tire, of a 3 tire display.

I am looking into the idea of using this type of display at the shop. Attached Image

There were lots of hallucinogens around in the sixties. Lots of people saw weird stuff.

If you rotate the stack of tires, at the bottom, as you have it in your illustration, it appears they are flipping around side to side.
You might try making a small scale model of this and see if it works for you before going to a full size display.
