That one is not impossible to do if you have the tools to roll the metal over on the hood.
I have been thinking about doing this mod, but not the nice flush door like this one. I don't have a good roller to bend the metal over.

i used to like the one on my 68 charger on the back quarter pop up
It does look like a 911 filler lid. maybe he cut the whole piece out and welded it in?
I am kind of partial to the ones on the Monte Carlo 914/6GT's. They seem to be held in place with a piece of foam that cinches into the hole? I was also thinking maybe a magnet that attaches to the filler cap, but that would weigh pretty much for use on a race car?

The easiest way is to just cut it out of the donor panel and have someone tig it back in. You should be able to do it with almost no primer filler. If the welder thinks he can't butt weld it then do a little 1/8 lap and grind the remaining very small piece of lap off on the inside for no lap.
If it's a fiberglass hood a fiero filler door could be glassed in place, It's smc or pressed glass construction if I remember correctly.
