Was the idea to put slit pieces of intake runner hose on the tubes under the air cleaner bracket to prevent rubbing a factory idea or something some 914 owner thought of and passed along??

They would be cut to fit under the air cleaner bracket and not be visible in that pic. They were on my '74 2.0L. There was a thread some time back in the Garage that had pics of the bracket assembly and the slit hose pieces, but it didn't say if original or someone's aftermarket idea.

Yes, it is factory installed.
Similar in some ways to the bits of carpet under the fuel tank.
