That's the OT/Fuel Combo Gauge from a 74-76 914 1.8 (as an option IIRC) or for a 2.0 without the Center Console (which had it's own separate OT) since it became a separate cost option to add the console after the 73 MY.

Whether in the Combo or Console OT Gauge, you can tell the early 73 MY style due to the wider 1/2" - 3/4" +/- wide red band, versus this style later (74-76) OT gauge.

Good info on 914 gauges at p914.com
