Obviously this car wouldn't be driven on the street, or I'd hope it wouldn't be......... |

look closely...the 'shield/badge' has a porsche crest in it i think.
also it doesnt say CHP or 'KaLIFORNIA HIGHWAY PATROL' |

Correct. It could just as easily been a DPS car from Texas. They are all black and white like your CHP.
