does one need permission or something to use the CHP logo and lettering???

Obviously this car wouldn't be driven on the street, or I'd hope it wouldn't be.........

look closely...the 'shield/badge' has a porsche crest in it i think.

also it doesnt say CHP or 'KaLIFORNIA HIGHWAY PATROL'

Correct. It could just as easily been a DPS car from Texas. They are all black and white like your CHP.
