I think that is Aake Anderson practicing for the 71 Monte Carlo rally using a Marathon de la Route car. I remember seeing that photo in one of my books 25 years ago.

I've read that some of the practice days for those races the roads weren't closed. I bet he's out on public roads that were still open.
