It's gotta be a flipper because that same car was for sale in the Watsonville area last month for $7500. Mike B. linked the ad (now expired) at the bottom of this thread:

They were doing some crazy stuff to 914's in the '80's and '90's. I remember picking up magazines on a monthly basis with some sort of new bodykit for a 914.
Mostly those guys on the west coast. Hippies. Ha ha. |

Same thing happened with the VW bug back in the sixties. Lots of fiberglas body mods. Baja bugs, Meyers Manx, etc.
