I just used 3M Auto/Advanced, Yellow Super Trim Adhesive (PN 08090; it is a spray and I bought it at Autozone) for a headliner replacement on my SUV. It worked great glueing a fabric to the headliner board. Might work?

Just remember that its a two sided application.
You spray both sides. Let them tack up.
Then press together.
Wet on wet does nothing. Other than make a mess.
