Is 1.7 and 1.8 interchangeable?

I have two leaking ones even after changing the seals. I remember taking 2 from a 1.7 motor since the original ones were rusty. Could that be the issue?

Early 1.7 PR tubes are 1mm smaller OD on the big end than all others. They are not interchangeable due to this.
