I had 914Rubber recover all my interior parts and I'm thinking there should be a screw in the lower dash on the side. Looks like I should cut the vinyl open, but I want to check before I cut. Could someone check and see if there's a black plastic plug in this place?

Yep .... I looked at the lower dashes that I have and they all have a screw in about the location that I tried to circle.

That would explain why I could get it to stay in place. I was using the vests to carry the load rather than screws.

Screw and a plastic plug to cover the hole. The plug is like the ones on the targa bar pad but larger diameter.
