I have access to picking up a practically rust free tub. What is a fair price to pay?

It depends a lot on what the tub is and what it includes. A six tub is worth a lot more. A tub with sway bar mounts is worth a little more. The amount of rust is the critical factor though. The better the tub, the less you have to pay for bodywork. I'd guess between $500 and $2000.

It also depends significantly on where it is. In California, I understand they're practically a dime a dozen. On the East coast, a rust free tub is much more valuable.

There's expense but also a lot of trouble and uncertainty involved in taking a tub on the West coast and getting it to the East, whcih explains the difference. It's not just the cost of the shipper.
