A helpful member here suggested the relay board could be the problem. When I removed it, look what the back looked like! The 3 spades on the VR were pushing the relay board contacts down and losing contact. I repaired the board and the it is now working and charging at 13.2 volts! Thanks to all for your advice and suggestions! (IMG:style_emoticons/default/cheer.gif)
