Hi Mike,
Lecarra hubs for 914 are not easy to find. This is readily available. This is an adapter ring that will let you take a 9 hole Lecarra, Moto Lita or Mountney steering wheel and put it on to a 3, 5, or 6 hole hub of another make. So, your friend can have a 914 hub from another maker and use an adapter like this one to make it work.
