When I start driving from a stop, the speedo does not start until about 20mph then it jumps up, is there a way to lube the cable or do I have to get a new one?

you could try lubing it like i did old motorcycle cables: tie a sandwich bag on the cable (cable thru bag) and put in some oil and let gravity take over.
