Remove the horn pad and see if it stops.

When my horn pad disintegrated, pieces of it were grounding out causing my horn to go off. I also had issues with the screws coming loose on the horn pad and also grounding out.

Same happened to me.
The slipring behind the steering wheel was worn out.
Cheap part and easy fix.
