Ok, ‘74 MY basically stock, I am helping a friend replace the muffler on a pretty much original car.
Is it necessary to remove the rear valance to replace the muffler?

You should be able to do it without removing the valance although it sure makes it easier to work under there.

It's only 6 screws if I recall and pretty easy to remove. Makes muffler removal/replacement a lot easier. (IMG:style_emoticons/default/beerchug.gif)

I've changed mufflers several times with the rear valence in place. Never had a problem. In fact I never thought this would be easier if I had removed the valence.
