I have been told a 3/8 extension fits. Or a triple square. Probably a 12 or 14mm.

Bruce, I've always used a triple square on that bolt. Forget the size.

Update: Based on the wear on my triple square set, I bet it's a 14.

Yes, looks like the spot. I think some have two and some have one, but I am not sure on that part.

OK got it out and it is the secondary oil control valve. So now the question is is there a block off part for this? Or something like the Tangerine upgrade?

It's a 2ndary oil pressure relief valve, why do you want to block it off ?
think it was standard on later years cars

That's the secondary oil pressure relief valve. Only the early 1.7 liter cases had them. That case is an "EC", which means it is a 1.7 liter case.

OK, so the reason to block it off is to get higher oil pressure when the motor is hot, I believe this is a common upgrade by performance engine builders.
I am going to leave it stock for now.

It is a 1.7, your are correct there, but I think all original type 4 914 engines have this part. My reading indicates that the second oil pressure control valve was standard on type 4 engines until VW started to experiment with hydraulic lifters. At that point they stopped milling out the passage or taping the threads. Either way it is definitely present on my 1974 2.0l GA case.
