It likely means that Brad didn't buy an expensive enough "hosting package". One of the things that costs money when you pay someone to host your site is bandwidth--how many page views and how much info goes through per view. The hosting companies limit that depending on how much "rent" you pay them.

Check back every day or two and you'll find it will be back.

usually happens during the end of the month as this is measured monthly.
you exceed your bandwidth allocation and they shut you off until you pay up ...


good thing we have unlimited bandwidth usage over here ...
