Directions say fuel level between top two lines. Why are there four lines? Or is it supposed to be set in the middle area between the two pairs of lines? Is idle speed sufficient?

The meniscus is supposed to go within the upper 2 lines, IMO.
I never had the guts to have the motor running.....too risky when working alone I set them with the fuel pressure ON, engine OFF.....worked out OK.

Yes top 2 lines, and the motor must be running.

Thanks Mark, it just seems like such a narrow range.

I am not the expert but according to them expert guys the float level is a critical
item and should be set near the beginning of the million things that must be set
on weber-equipped cars.

Luckily it tends to stay there once you set it.
