If this is correct, how do I remove the front of the ash tray?

answering my own question ; but i am surprised that someone else here of the many that have done this project would not have weighed in (IMG:style_emoticons/default/confused24.gif)
from Ross, the maker of the ashtray cup holders:

your current ashtray has rivets in the bottom of the ashtray holding the front portion to piece of plastic which is also connected to the front correct?

If so, then you have the correct ashtray. The rubber front piece actually slides off the riveted piece. The easiers (but irreparable way to remove the front is to drill out the rivets and slide the rubber front up and off the hard plastic piece.

It should also be possible to do this without drilling the rivets out and by only removing the chrome metal cigarette rest and then sliding the rubber piece off with everything assembled. I am planning on making an assembly/disassembly video here in the near future which should help clarify!
