A bill (H.B. 2357) to exempt qualified collectible vehicles 15 years old and older from the state's mandatory emissions inspection and maintenance program has been approved by the Arizona State Legislature. Qualifying vehicles would have to maintain appropriate collectible or classic automobile insurance to retain these benefits. The bill now moves to Governor Napolitano's office for her signature.

Contact Arizona Governor Janet Napolitano (contact information below) if you would like to request her support for H.B. 2357

H.B. 2357 defines collectible vehicles as 15 years old or older, OR of unique or rare design, of limited production and an object of curiosity and maintained primarily for car club activities, exhibitions, parades, etc. and is used infrequently for other purposes.

H.B. 2357 provides for a rolling 15-year emissions inspection exemption that would exempt qualifying vehicles upon enactment and would pick up an additional model year for each year the law is in effect.

H.B. 2357 provides for an emissions inspection exemption for collectible vehicles for which the owner holds appropriate insurance coverage.

H.B. 2357 acknowledges the relatively minimal environmental impact of older vehicles, such as the older vehicles targeted for this exemption.

H.B. 2357 recognizes that such vehicles constitute a small portion of the vehicle fleet and are well-maintained and infrequently operated.

I'd have to see how much my insurance rates would go up (if at all) or what the driving restrictions were. The emission test fee is about $12/year and for me just an inconvenience. If the car is an annual headache to pass emissions it will be a good thing.

We just went through this in CA.

The collector car insurance policies nearly all state: that you may not use the car to drive to work daily, that you must keep the car in a fully enclosed locked garage when you're not driving it. Each person on the policy has to have another car they keep licensed and insured. Some have annual mileage limits, but not all do. If you basically use your 914 to show up at club events, or go out on weekends now and again, this will be fine for you. Collector insurance is often fairly cheap, and is usually "agreed value", meaning you and the broker set out how much they'll pay out to total it BEFORE the accident or theft, rather than the company dreaming up a number afterwards.

AZ is being much more liberal than CA wrt to this. Here, the car has to be 35 years old and licensed as a collector car with collector insurance, and even then, it only means you get to escape the visual portion of the smog test. You still have to pass the tailpipe test. This won't kick in until 2010 or 2011 (depends on how the DMV here does the math), as '75 and older cars are now completely exempt from all testing.

I can pass emissions with a little bit of tweaking. Being a big-bumpered bitch (75), my goal is to unload the CAT and PUMP, plug the holes, get some pre-75 SSI H/E's and muffler..

IF AN INSURER NOTIFIES THE DEPARTMENT OF TRANSPORTATION OF THE CANCELLATION OR NONRENEWAL OF COLLECTIBLE VEHICLE OR CLASSIC AUTOMOBILE INSURANCE COVERAGE FOR A COLLECTIBLE VEHICLE, THE DEPARTMENT OF TRANSPORTATION SHALL CANCEL THE REGISTRATION OF THE VEHICLE AND THE VEHICLE'S EXEMPTION FROM EMISSIONS TESTING PURSUANT TO THIS SECTION UNLESS EVIDENCE OF COVERAGE IS PRESENTED TO THE DEPARTMENT OF TRANSPORTATION WITHIN SIXTY DAYS.

Z. FOR THE PURPOSES OF THIS SECTION, "COLLECTIBLE VEHICLE" MEANS A VEHICLE THAT COMPLIES WITH BOTH OF THE FOLLOWING:

1. EITHER:

(a) BEARS A MODEL YEAR DATE OF ORIGINAL MANUFACTURE THAT IS AT LEAST FIFTEEN YEARS OLD.

(B) IS OF UNIQUE OR RARE DESIGN, OF LIMITED PRODUCTION AND AN OBJECT OF CURIOSITY.

I discussed this with my wife this evening, she's an insurance underwriter. She told me changing the insurance over would mean no driving my old cars to work anymore (the 914 and Chevelle) and sending an annual mileage statement to the insurance company once a year. This would be too restrictive because I like to drive them. I've been hoping they'd just change the exemption from 1967 and older to maybe 1976.

I have classic insurance with American Family. When I got it they told me I could drive to work, it just can't be the primary car on my policy. In fact, my '79 IHC Scout II is my primary car. My 914 and 944 are secondary to save me money. This is how my agent set it up for me. With gas prices where they, the Scout sees little road time since its good for about 10 mpg. However, I don't daily drive the 914 either, the S2 sees the most seat time.

It'll be interesting. I am glad they did something. Requiring 35+ year old cars to pass emissions is really just tax collecting. Its about as honest as the emissions test for motorcycles.

Well damn...


It seems that the last time I spoke with my insurer, the 'classic' type insurance was for 1500 miles or less a year. If your car is a weekender, it may work out, otherwise we are out of luck.

As much as I hate dealing with testing every year, the worst part of it is letting those emission bozos try to drive my car. I usually end up in the passenger seat shifting for them - either that or it's 3rd gear starts. Check on the sources for the classic car insurance. Mine is $140 a year and 2500 miles on the Bee. AzBill said his insurer did not have a milage limit (Hagerty?), so by shopping around there may be options that will work.

I am happy to see that AZ is loosening the belt on older cars.

However, I don't want to sign up to have someone tell me when, where and how much I can drive my car. In the end my car might just be a weekend only car, but if things come up (main car breaks down) and I get busted driving my other car - it's not worth the headache.

I say that now because I just passed emissions. But I might be signing a different tune next time around...

You want to look into how are they are to deal with if you have to file a claim. I'd want to consider this before jumping ship with my current insurer.

Thanks for the info and update on smog happenings in Arizona. Moving to Flagstaff area and the info dictates what I keep and what I take in the way of our "classic" cars. This means I will take the Lotus Esprit and all the Porsche parts I have to build a 914-6. Will be looking for a rolling chassis in the near future.

Well then Steve, you're in luck. Emissions testing in AZ only affects the Phoenix and Tucson metro areas. Flagstaff area has no such crap required. Bring it all!
