Is there a way to stop this gap from happening? Is it just old seal material? I have moved it up manually but when the window is moved a few times it settles back down the channel. I am going through all things windows, seals, latches, keys etc. right now and this is the last item to look at, I think.

Check the bottom of the seal... it may be out of the post.
Slide it back up and attach it with contact cement in two or three places.
